Official Server Rules

Los Santos: 2004

These rules are designed to maintain a serious, realistic, and story-focused roleplay environment. Players are expected to use common sense even when a specific situation is not directly covered below. Attempting to exploit technicalities or loopholes may still result in staff action.

1 — General Server Rules

1.1 Age Requirement

All players and characters portrayed within the server must be 18 years of age or older. Because the server takes place in 2004, characters must have a believable date of birth that makes them at least 18 during that year.

1.2 Microphone Requirement

A working microphone with understandable audio is required for normal in-game roleplay. The server is primarily voice-based. Text commands and text RP may still be used when appropriate, including /me, /do, screenshots, and interactions involving text-focused roleplayers.

1.3 Player Disputes

Do not turn disagreements into public arguments. Minor issues should be handled calmly between the players involved. If you believe an actual server rule was broken, gather evidence and submit a staff ticket. Do not interrupt an active scene to argue about rules unless absolutely necessary.

1.4 Real-Money Trading

Players may not buy, sell, trade, or exchange server money, vehicles, weapons, properties, characters, items, or other in-game assets for real-world money or outside goods. Unauthorized real-money trading may result in a permanent removal from the community.

1.5 Harassment, Toxicity & Discrimination

Harassing or deliberately making other community members uncomfortable is prohibited. This includes:

  • Personal attacks or excessive verbal abuse.
  • Threatening or intimidating players outside legitimate RP.
  • Stalking or repeatedly bothering someone who has asked you to stop.
  • Unwanted sexual remarks or advances.
  • OOC bullying.
  • Excessive trolling intended to ruin another player's experience.
  • Constantly creating OOC drama from IC situations.
  • Discriminatory attacks or hate speech directed toward protected characteristics.

Staff may intervene in behavior that creates a hostile environment even when an exact example is not specifically written in the rules.

1.5.1 Restricted Slurs

Racial slurs and other highly offensive language may not be used as an excuse to harass players OOC. The hard-R racial slur is prohibited. Any limited IC language permitted by server policy must make sense for the character and scene and must never be used as a way to target another player OOC.

1.5.2 Reporting Harassment

If another player is harassing or targeting you, save clips, screenshots, messages, or other relevant evidence and submit a ticket. Do not create a public argument or retaliation campaign. Allow staff to review the situation.

1.6 Donations & Purchases

Server purchases and donations are generally considered final. Chargebacks or fraudulent payment disputes may result in removal from the community. Virtual server items have no real-world cash value and cannot be exchanged for real currency.

1.7 Client-Side Modifications

Any modification that gives an unfair gameplay advantage is prohibited. Examples include:

  • Visual modifications designed to see through objects.
  • Removing important environmental objects.
  • Modified hit effects designed to provide an advantage.
  • Exploit-based graphics settings.
  • Any modification that provides information other players normally cannot obtain.

Normal cosmetic graphics, sound modifications, and visual enhancement packs are permitted provided they do not create an advantage.

1.8 Staying in Active RP

Do not go AFK during an active roleplay situation. If a genuine technical or real-life problem occurs, briefly notify the people involved through /ooc when possible.

1.9 Account Responsibility

Your CFX and Discord accounts are your responsibility. Do not share your account or allow another person to play under your identity. Actions performed through your account may be treated as your responsibility.

1.10 Exploits & Bugs

Knowingly abusing a bug, glitch, script issue, duplication method, or unintended mechanic is prohibited. If you discover an exploit, report it to staff instead of testing or abusing it.

1.11 Streaming & Recording

Streaming and recording gameplay is allowed. However:

  • Confidential or staff-only information must not be shown.
  • Stream information cannot be used to gain IC knowledge.
  • Watching another player's live stream while interacting with them in-game is prohibited.

1.12 Common Sense

Not every possible situation can be written into a rulebook. If something obviously damages realism, fairness, or the quality of RP, staff may take action even if there is no sentence specifically describing that exact situation.

1.13 Staff Impersonation

Do not pretend to be server staff or falsely use staff titles, permissions, tags, or authority.

1.14 Advertising

Advertising another FiveM server, Discord, community, product, or unrelated service without approval is prohibited. Malicious advertising or unsolicited promotional links may result in permanent removal.

1.15 Voice Changers

Voice changers are permitted only when they remain understandable and fit the character being portrayed. Staff may require a player to stop using a voice changer if it becomes disruptive or unrealistic.

1.16 Artificial Intelligence

AI-generated whitelist applications, faction applications, government applications, or other applications may be rejected. Players are expected to submit work that represents their own understanding and effort.

2 — Prohibited Roleplay

Certain forms of RP are either prohibited entirely or require clear consent from everyone involved.

2.1 Sexual / Erotic RP

Sexually explicit roleplay is not permitted in public areas. Any permitted mature relationship RP must involve consenting adult characters and players. Consent can be withdrawn at any time.

2.1.1 Romantic RP

Do not pressure another player into romantic or sexual storylines. If someone rejects the interaction, move on.

2.2 Self-Harm RP

Roleplay centered around suicide attempts, encouraging suicide, or graphic self-harm is prohibited.

2.3 Supernatural RP

The server operates in a realistic world. Characters cannot genuinely possess supernatural powers or be vampires, werewolves, aliens, demons, magical beings, or similar fictional entities.

2.4 Character Names

Characters must have believable names appropriate for the setting. Meme names, celebrity names, obvious joke names, or names created solely for wordplay are prohibited.

2.4.1 Real-Person Impersonation

Do not directly portray real celebrities, politicians, influencers, or well-known fictional characters. Create an original character.

2.5 Pregnancy & Child Characters

Pregnancy storylines and playable minor characters are prohibited.

3 — Powergaming

Powergaming means abusing game mechanics or forcing unrealistic actions in order to gain an advantage.

3.1 Forced Actions

Players must be given a reasonable opportunity to respond to RP. You cannot automatically decide another player's actions, injuries, or outcome through /me, scripts, animations, or mechanics.

3.2 Unrealistic Abilities

Your character's background does not give them superhuman abilities. Being military, law enforcement, a gang member, martial artist, etc. does not allow you to ignore injuries, tasers, fear, or normal human limitations.

3.3 Examples of Powergaming

  • Repeated bunny hopping to move faster.
  • Abusing first-person movement for speed.
  • Spamming tackles or melee attacks.
  • Using animations to enter inaccessible areas or hide inside objects.
  • Attempting to cuff or restrain somebody without giving them reasonable time to react.

3.4 Mechanic Abuse

Do not use game systems to escape legitimate RP. Examples include:

  • Entering inaccessible interiors to escape police.
  • Storing a vehicle during an active pursuit.
  • Spawning another vehicle during a chase.
  • Diving into deep water purely to escape a scene.
  • Intentionally destroying vehicles through mechanic abuse.
  • Misusing restraints, tackle scripts, pepper spray, or similar systems.

3.5 Macros

Automated inputs that provide a gameplay advantage are prohibited. This includes rapid-fire macros, recoil scripts, automated stamina inputs, or similar software/hardware assistance.

3.6 Restraint Fairness

Before cuffing, tackling, or restraining another player, there must be a believable opportunity for the other person to react unless they have already surrendered or are otherwise incapable of resisting.

4 — Fail Roleplay

FailRP occurs when a player ignores realism or behaves in a way that damages immersion.

4.1 /me & /do

Use /me and /do whenever game mechanics cannot properly represent what your character is doing. Do not use these commands to force outcomes onto other players.

4.2 Injury RP

Characters must realistically portray significant injuries. Someone who was seriously shot, stabbed, struck by a vehicle, or badly injured should not immediately return to normal physical activity.

4.3 Remaining In Character

Stay IC while actively roleplaying. Do not casually reference Discord, admins, tickets, game mechanics, or other OOC concepts through your character.

4.4 OOC Communication

Use /ooc only when necessary for clarification, technical problems, or urgent real-life matters. Do not use OOC chat to argue about a scene while it is happening. Finish the scene and report the issue afterward.

4.5 Vehicle Realism

Vehicles must be treated like real vehicles with weight, damage, and physical limitations. Repeatedly performing impossible jumps, extreme high-speed maneuvers, unrealistic off-roading, or continuing normally after major crashes may be considered FailRP.

4.6 Weapon RP

Weapons must be drawn from believable locations. Small firearms may be drawn normally when realistically carried. Large firearms such as rifles and shotguns must come from a believable storage location unless visibly carried on the character. Pulling a rifle from nowhere may be considered FailRP or powergaming. Melee weapons that suddenly appear should be properly roleplayed with /me.

5 — RDM / VDM

RDM is attacking or killing someone without sufficient RP reasoning. VDM is intentionally using a vehicle as a weapon without legitimate RP justification. Both are prohibited.

5.1 Initiation

Before violence begins, the opposing player must understand that they are being threatened and why. Initiation must be clear enough that everyone involved has a reasonable opportunity to understand the situation.

5.2 Group Initiation

When an identifiable group is clearly acting together, initiation toward that group may apply to members actively participating in that scene.

5.3 Story-Based Violence

Violence must come from actual RP. Randomly shooting strangers because you are bored, looking for action, or trying to start a gunfight is RDM.

5.4 Vehicles as Weapons

Vehicles should not intentionally be used to kill or injure players except in extreme circumstances where doing so is reasonably necessary to protect your character's life.

5.5 Returning to Scenes

Do not repeatedly return to a recently finished violent scene just to restart the conflict.

5.6 Drive-Bys

Drive-by shootings must have legitimate RP buildup and follow all faction and initiation requirements established by server management.

6 — New Life Rule (NLR)

When your character is incapacitated and respawns through the hospital system, they lose memory of the circumstances that directly caused their incapacitation.

6.1 Hospital Respawn

If you manually respawn at the hospital, your character cannot remember the events immediately leading to being downed.

6.2 Active EMS Scene

If EMS is responding or actively treating you, remain in the scene and allow medical RP to continue. Do not respawn simply because you do not want to participate.

6.3 Medical Transport

If your character remained conscious during treatment or transportation, they may retain reasonable memories of the incident. If they were unconscious, their memory of the immediate incident should be limited accordingly.

6.4 No Immediate Revenge

After being incapacitated, you cannot immediately return to the same conflict for revenge.

7 — Not Valuing Life (NVL)

Your character should behave as though their life matters.

7.1 Value Your Life

When another person clearly has control of a situation, act realistically. Examples:

  • If someone already has a firearm aimed at you from close range, suddenly drawing your own gun may be NVL.
  • If multiple armed people surround you, you should normally comply.
  • Do not exploit robbery animations or brief mechanical openings to escape a situation where your character would realistically still be threatened.
  • A melee confrontation may allow more opportunity to defend yourself depending on the circumstances.

7.2 Provoking Violence

Do not intentionally bait armed players or police into killing you simply because you want action.

7.3 Active Shootouts

Do not walk or drive into an active gunfight without a legitimate IC reason. Hearing gunshots does not automatically give your character a reason to investigate them.

7.4 Dangerous Actions

Dangerous behavior must have realistic consequences. Examples include:

  • Jumping between rooftops unrealistically.
  • Driving recklessly at extreme speeds without concern for crashes.
  • Performing dangerous cliff jumps.
  • Running directly into active gunfire.

7.5 NVL During Robberies

If you intentionally ignore an established armed robbery threat and your actions realistically lead to your character being killed, staff may consider that when reviewing the entire scene. Robbery does not automatically give somebody permission to execute another player. Chain-robbing random players solely for money or entertainment is considered low-quality RP.

7.6 NVL Punishments

NVL cases will be reviewed based on the complete situation, including:

  • Number of aggressors.
  • Weapons involved.
  • Positioning.
  • Opportunities to escape.
  • RP buildup.
  • Previous rule violations.
  • Overall realism.

Severe or repeated NVL may result in temporary bans, inventory consequences, or a staff-enforced CK.

8 — Low-Quality Roleplay (LQRP)

LQRP is roleplay focused primarily on winning, grinding, shooting, or abusing mechanics rather than developing believable interactions. Examples include:

8.1 Baiting

Intentionally provoking unnecessary police chases, fights, or shootouts without meaningful RP.

8.2 Water Escapes

Entering large bodies of water solely to abuse game mechanics and escape police or another scene.

8.3 Robbery Escalation

Do not turn every robbery into an execution. Violence must remain proportional to what occurred during the scene.

8.4 Evidence Dumping

Unrealistically throwing bodies, evidence, or important items into inaccessible locations solely to defeat RP systems is prohibited.

8.5 Unrealistic Driving

Driving should reflect the type of vehicle being used and the surrounding environment.

8.6 Fake Hostages

Using friends, alternate characters, or staged hostages to manipulate robbery mechanics is prohibited unless specifically approved for an RP storyline.

8.7 Chain Robberies

Repeatedly grinding robberies with little interaction or story development may be considered LQRP.

8.8 Business Robberies

Robberies involving player businesses must follow server-specific robbery restrictions and cannot be used as an excuse to repeatedly target players without RP buildup.

9 — Metagaming

Metagaming is using information your character could not realistically know.

9.1 Stream Sniping

Watching another player's livestream while both of you are actively playing on the server is prohibited.

9.2 OOC Information

Information learned through Discord, streams, DMs, clips, or outside conversations cannot automatically become IC knowledge.

9.3 External Communication

Players may not use Discord calls or other outside voice programs to secretly coordinate IC activity while playing.

9.4 Character Bleeding

Your separate characters do not share knowledge, money, possessions, relationships, or information. You may not:

  • Transfer assets between your own characters.
  • Use another person to transfer assets between them.
  • Use information learned on one character while playing another.
  • Create a replacement version of a character to erase criminal or government history.

9.5 Voice Identification

A masked individual cannot automatically be positively identified solely because you recognize the player's voice.

9.6 Freecam

Freecam is for approved cinematic, photography, or similar purposes. Using freecam to locate players, scout areas, listen to scenes, or obtain information is metagaming.

10 — Combat Logging

Leaving the server to avoid an active roleplay situation is prohibited. This includes disconnecting to avoid:

  • Arrest.
  • Robbery.
  • Injury consequences.
  • Losing items.
  • A confrontation.
  • Continued RP.

If a real emergency or crash forces you to leave, communicate with the players involved or staff as soon as reasonably possible.

11 — Green Zones

Green Zones are protected areas where players generally cannot begin criminal or violent activity. Protected locations include:

  • Hospitals and their immediate entrances.
  • Official server events when announced as protected.
  • Government locations specifically designated by management.

A Green Zone cannot be abused as an escape mechanic. If an active situation legitimately began elsewhere, staff may review the circumstances individually.

12 — Character Kills (CK)

A Character Kill permanently ends that character's active storyline.

12.1 Faction CKs

Faction leadership cannot simply CK someone without legitimate reasoning, evidence, and required RP buildup.

12.2 Government / Court CK

A lawful death sentence may result in a CK when completed through the server's established legal and court process.

12.3 Staff-Enforced CK

Severe or repeated violations involving NVL or abuse of character life may result in a staff-enforced CK.

12.4 Appeals

Staff-enforced CKs may be appealed through the proper ticket system unless management states that the decision is final.

13 — Criminal Roleplay

Criminal RP must prioritize interaction and believable storytelling over grinding money or constantly creating shootouts.

13.1 Participant Limits

Criminal activities must follow any participant limits established for that specific activity. Players cannot bypass a limit by having additional members waiting nearby as unofficial backup.

13.2 Restart Restrictions

Do not begin lengthy criminal situations immediately before a scheduled restart. Non-violent criminal activity that affects other players should end at least 15 minutes before restart. Major violent situations such as armed robberies, shootings, home invasions, and pursuits should not intentionally begin within 30 minutes of restart.

13.3 Motorcycle Abuse

Motorcycles cannot be repeatedly used to create an unfair pursuit advantage during robberies or serious crimes.

13.4 Government Equipment

Players may not rob on-duty police, EMS, or other public servants specifically to obtain restricted job equipment. Possessing restricted government equipment without legitimate authorization may result in staff action.

13.5 Large-Scale Terror RP

Bomb threats, large-scale terrorist scenarios, or similarly extreme events require management approval before the RP begins.

14 — Government Employee Rules

Government characters are expected to maintain a higher RP standard because their actions can significantly affect other players.

14.1 Corruption

Police officers, government employees, court personnel, firefighters, EMS, and similar public servants may not participate in corruption unless the appropriate management or staff approval has been obtained. Approved corruption must still remain realistic.

14.2 Multiple Government Characters

Players may not use multiple government characters to gain information or influence across departments. Any exceptions granted by management must avoid conflicts of interest.

14.3 Sentencing

Law enforcement must follow the server's established penal code and court system. Extremely long sentences outside normal police authority require the appropriate judicial process.

14.4 Police Corruption

Without prior approval, officers may not:

  • Steal evidence or department equipment.
  • Sell restricted police equipment.
  • Plant evidence.
  • Intentionally allow themselves to be robbed.
  • Sabotage other officers for personal benefit.

14.5 Police Response Balance

Law enforcement should send a reasonable number of units based on the seriousness of the incident. Minor crimes should not receive the same response as major bank robberies, mass shootings, or large faction conflicts.

14.6 Hospital Employees

Medical employees must provide fair and believable medical RP. They may not:

  • Give restricted medical supplies to criminal groups.
  • Give hospital communication equipment to unauthorized players.
  • Prioritize treatment because someone is a friend or faction member.
  • Falsify medical documents without approved corruption RP.
  • Leak confidential investigative information.
  • Smuggle weapons, drugs, or contraband through hospital access.
  • Use hospital permissions to benefit criminal associates.

14.7 Conflict of Interest

A player with a criminal/faction character cannot use a law-enforcement character to investigate or access confidential information involving their own faction. This includes:

  • Reading investigative reports.
  • Viewing warrants or evidence.
  • Attending strategy meetings concerning that faction.
  • Sharing information with faction members.
  • Using confidential knowledge on another character.

Faction leadership may also be restricted from holding sensitive investigative positions when doing so creates an unavoidable conflict of interest.

15 — CCTV & Video Evidence

Recorded footage may only become IC evidence when there is a believable IC reason that the footage exists.

15.1 Camera Requirement

A logical camera must exist at the location before an incident occurs. Players cannot claim a camera existed only after something important happened.

15.2 Camera Angle

Any recreated CCTV footage must represent what the actual camera could realistically see. Freecam or cinematic angles cannot be passed off as security-camera footage.

15.3 Third-Party Clips

A player's Twitch, Medal, Discord, or other recording cannot automatically be taken and treated as IC evidence. The footage must be legitimately obtained through RP and meet the server's evidence requirements.

15.4 Commercial Cameras

Visible security cameras on appropriate commercial or industrial properties may qualify as CCTV when their location and angle reasonably cover the incident.

15.5 Residential Cameras

Random camera props on unowned houses cannot automatically be treated as active surveillance systems.

15.6 Player-Owned Properties

Security footage from a player-owned property must come from that property's established camera system and be provided through legitimate RP.

15.7 CCTV Realism

CCTV footage used as evidence should reflect realistic limitations. Audio should not automatically be assumed unless the camera system has a legitimate reason to record it. Footage should not magically reveal information outside the camera's field of view.

Final Rule

Roleplay over winning. The goal of Los Santos 2004 is to create believable characters, long-term stories, meaningful consequences, and realistic interactions. Having more money, winning every gunfight, escaping every police chase, or finding a technical loophole does not take priority over good roleplay. Staff may intervene whenever a player's actions clearly damage fairness, immersion, or the overall quality of the server, even when the exact situation is not specifically described above.
